Challenge

USAID needed to establish a roster of consulting firms to provide monitoring, evaluation and learning services to assist in the promotion of evidence-based decision making for adaptative management across USAID HQ, Missions and Bureaus.

The Agency sought groups that can offer a suite of skills in monitoring, evaluation research design (including qualitative methods, quantitative impact evaluation methods, experimental and quasi-experimental design), data collection, analysis and synthesis, report writing, and planning for USAID’s Office of Policy, Planning and Learning - Office of Learning, Evaluation and Research (USAID/PPL/LER).

IT Shows supports USAID operations with easy-to-access global procurement mechanisms.

Solution

IT Shows was selected as one of the firms included in the EVAL ME-II IDIQ.

Under this, we undertake task orders to provide technical and advisory services for monitoring, evaluation, and learning (MEL) at USAID’s Operating Unit (mission and bureau) and Agency-wide levels. Various client offices can procure services such as designing and implementing quantitative and qualitative evaluation studies and assessments. Clients can order evaluations, technical assistance on performance monitoring, supporting agency learning, and implementation of knowledge management practices.
